Fujairah Creative City: Who It Actually Suits

You leave it when the company needs a port warehouse, an industrial plot, or a financial-services permission the zone does not issue. Fujairah Free Zone Authority next door is a different registrar. Choose by fit.

UAE company formation and licensing starts with that map: which Fujairah authority writes the licence, which overlay (Media Council, FTA, a bank) sits on top, and which package carries a visa.

Two free zones sit in Fujairah. Only one is Creative City

The Ruler of Fujairah stands behind both projects. The paperwork does not merge. Fujairah Creative City Media Free Zone runs creativecity.gov.ae, issues its own trade licences, and brands itself as the UAE’s oldest media free zone. Fujairah Free Zone Authority runs freezone.fujairah.ae and sells industrial, trading, and port-side facilities. A licence from one authority does not put you on the other’s occupancy list.

Founders mix the names because both sit in Fujairah and both advertise 100% foreign ownership. The licence header names the authority. A Creative City file is a media-zone company with a virtual-office or flexi-desk lease. An FFZA file usually rents a desk, warehouse, or land from the port-side authority. Tell a banker you are “in Fujairah Free Zone” while the licence says Creative City, and the file looks careless before anyone reads the activity.

The Creative City counter is at M1, Twin Towers: a government desk, not a shared legal personality with FFZA. Legal forms on the FAQ are FZE, FZ LLE, and FZ LLC. The issued pack is digital: trade licence, articles, certificate of incorporation, share certificate, virtual office lease. Remote filing works if a UID exists from an entry stamp or visit visa. The zone says it will help you apply for that visit visa if you have never entered.

Who the licence actually suits

The zone’s homepage points at creators, media, marketing, and creative enterprises. A photographer who invoices brands, a small production company that needs three related activities, a marketing consultant who will live on a residence visa, an influencer who must hold a trade licence before the Media Council will talk: those files match the catalogue and the package ladder.

Light consulting sits here when the list carries the work: studies, management consultancy, design, public relations. Clients are companies, delivery is remote or in rented rooms, without a bonded warehouse. E-commerce codes exist on the official list, including sales through websites and social media. That is a paper activity. Stock that needs a Fujairah Port shed belongs on an FFZA warehouse conversation. Digital products or drop-shipping without inventory can take an e-commerce line if the authority accepts the mix.

A general trader landing containers, a manufacturer who needs power and square metres, or a payments or virtual-asset file that needs VARA, the Central Bank, or a financial free zone outgrows this registrar. Fit is the activity on the licence and the facility you occupy.

What sits on the activity catalogue

The FAQ claims more than 2,000 commercial activities. The public catalogue on 24 August 2026 paginated 1,019 rows. Use the live search tool and wait for written codes; neither round number is a substitute for the authority’s confirmation on your file. Categories include Media & Marketing, Photography and Videography, Film Production, Broadcasting, Publishing, E-Commerce, Consultancy, IT, Design, Events, Education, and a trading and manufacturing tail. One licence can carry several related activities: one on Community Support, three on Media, five on Entrepreneur through Business Multi. Write the business description the way you will invoice, because banks read that paragraph later.

Media, production, and creator work

Television production, cinema, audio studios, advertising, social media consultancy, photography, and gaming content appear as named lines. The Media package adds “NMC Media license issuance support” on a zero-visa, three-activity, flexi-desk SKU. The federal overlay is the UAE Media Council. The zone helps with the media permission beside the trade licence. Paid creators, on the zone’s own creator page, need both a trade licence and an E-media Licence.

Zero-visa Media is a licence and an address. Crew visas start at Smart (one complimentary visa, establishment card, e-channel), then Business One (five quota, one complimentary) and Business Multi (fifteen quota, two complimentary, asterisk on the site). Complimentary is the quota line in the package. Medical, Emirates ID, and insurance remain separate invoices.

Consulting and other professional services

Consultancy and studies appear across management, marketing, media, legal sciences, economics, education, logistics, and technical research. Advertisement agencies, translation, design, and human-resources consultancy (the list wording excludes recruitment) sit beside them. The media free zone licensed the professional tail that creators and agencies bill.

A consultant who already holds a spouse or employment visa can take a zero-visa package and invoice through the company. Sponsorship starts at Smart. Owner caps are package rules: two on Entrepreneur, three on Smart, four on Business One, six on Business Multi. If the cap table will pass six, ask for an amendment path before you pay.

E-commerce and light goods

E-commerce codes exist. So do wholesale and retail lines. Presence on the list is not a Dubai shopfront. A free zone company trades from the zone and with customers outside the UAE; mainland walk-in sales need an onshore path. The FAQ lets you operate elsewhere and asks for a no-objection certificate if you rent an office outside Creative City. That NOC is premises, not a DET trading licence. Physical stock in Fujairah points at FFZA warehousing. Digital delivery or drop-shipping can stay here if the goods story on the application matches the lease and the bank file.

FZE, FZ-LLC, and how the file is issued

The FAQ lists FZE, FZ LLE, and FZ LLC. Match the form to shareholder count. A single-owner production company often lands as an FZE. Two or more owners move toward FZ LLC. Use the spelling the incorporation contracts print.

New-licence papers on the set-up page: licence application, KYC per shareholder, specimen signatory, acknowledgment of Creative City rules, coloured passport copies, a UAE residence or visit/entry page, a photograph, and a detailed activity description. Renewal repeats KYC, passport, Emirates ID, and the rules. UBO is a separate portal step. Sequence: pay and file, initial approval, contracts and beneficial ownership, then the trade licence. Documents arrive by email after you sign the articles. Incomplete KYC or a missing UID stalls the file.

Visa products inside the named packages

Residence is an ICP product the free zone sponsors against a quota. Creative City sells that quota inside named packages. Zero-visa SKUs exist on purpose. Visa SKUs bundle e-channel and a one-year establishment card. The homepage mentions pathways toward long-term residence, including the Golden Visa: a separate federal product. A Smart package is not a Golden Visa file.

Quota is not a stamp. “1 visa free” still runs medical typing, Emirates ID, and insurance. “5 visa quota” lets you sponsor up to five people; you pay the ICP stack per head you stamp. Dependants are separate applications. The package cards do not print visa length. Confirm tenor on the immigration file.

Zero-visa Community Support, Media, and Entrepreneur

Community Support is the thin SKU: one activity, sole owner, flexi-desk lease matched to licence validity, zero visas, certificate of incorporation. It fits a founder who already has residence and wants a Creative City vehicle to invoice. Media is the creator-shaped zero-visa SKU: three activities, flexi desk, NMC/media-licence support. Entrepreneur widens ownership to two people and activities to five, still at zero visas. These three packages omit establishment card and e-channel because there is no quota. Adding a visa later is an upgrade. If you will live on this company within the year, start the conversation on Smart or Business One.

Smart and Business One Visa

Smart is the first visa product on the official ladder: one complimentary visa, up to three owners, five activities, flexi desk, e-channel, establishment card with one-year validity. Mills sell it as the one-visa package. It fits a founder who will be the resident manager and does not need a staff quota.

Business One Visa raises quota to five, keeps one visa complimentary, allows four owners, and repeats the flexi desk, five activities, e-channel, and establishment card. The extra four slots are permission to apply, not free stamps.

Business Multi Visa

Business Multi Visa is the top published SKU: fifteen-visa quota, two complimentary visas with an asterisk, up to six owners, five activities, flexi desk, e-channel, establishment card. The asterisk is a live-quote item. The package fits a production house or agency that will stamp people. Unused quota still leaves you paying the licence and the desk. A team that works in Dubai holds UAE residence; an office lease outside Fujairah still needs the NOC.

Flexi desk, rooms, and a real office

The calculator offers “Flexi Desk Only (FREE).” Package cards include a flexi-desk lease matched to the licence. The FAQ adds twenty-four-hour flexi-desk spaces, furnished and unfurnished offices by year, month, week, or day, and meeting rooms for 4, 8, 12, or 40 people. That is the official set: a shared address, optional private rooms, bookable meetings. A flexi desk is the immigration and licence address, not a sound stage. A locked edit suite is a dedicated office invoiced on top of the package. A warehouse, a loading bay, or open land is an FFZA conversation, because Creative City does not sell those facilities on its company-set-up cards.

Flexi desk as the default address

Every published package ties the licence to a flexi-desk lease, so visa-capable companies do not have to take a private suite. For a consultant or creator who works from home, rented studios, and client sites, the desk is the address the zone sells. FTA substance for Qualifying Free Zone Person status is a separate test: assets, people, and expenditure. A flexi desk helps the licensing story. It does not prove QFZP. Banks will ask where people work. Answer with the invoices you have, not a warehouse you do not hold.

Dedicated space and an office outside the zone

Furnished and unfurnished offices exist for companies that outgrow the shared floor. Meeting rooms cover pitches and castings. If you rent outside Creative City, the FAQ requires a no-objection certificate through customer service. That is the path for a Dubai or Sharjah studio lease on a Fujairah media licence. It is not a mainland trading licence and it is not FFZA occupancy. Get the NOC before you sign. Landlords and banks ask for it.

The 2026 fee schedule and the year-1 stack

His Highness Sheikh Hamad bin Mohammed Al Sharqi, Member of the Supreme Council and Ruler of Fujairah, issued Decision No. (4) of 2026 approving the new fee schedule for Fujairah Creative City Media Free Zone. The authority published that decision on creativecity.gov.ae. The announcement names media companies, content creators, influencers, marketing agencies, production companies, and digital entrepreneurs as the audience. It does not print a dirham grid. The live official tariff is the cost calculator on the same site, then a written quote after the activity codes are locked. A mill floor, an old PDF, or a bundle that mixes the authority invoice with an agent’s work is not that tariff.

Decision No. (4) of 2026 and the calculator

Run the calculator with the activity you will licence, owner count, visa yes or no, and office choice. Flexi desk is the default free option in that form. The calculator is an overview, not a tax invoice. Pay the quote the authority issues after review. If a consultant shows “from AED 4,900” or “Smart at AED 12,500,” ask whether that is the Creative City line, the agent line, or both, and whether it predates Decision 4. Independent pages in August 2026 recorded the same gap: six named packages, no official prices on the set-up page.

USD is fine for planning. The dirham is pegged near 3.6725. Convert the live AED quote once. A mill’s AED 12,500 one-visa story is about USD 3,400 before medical, Emirates ID, and insurance. Treat that as a market talking point, not the Ruler’s schedule.

What each package contains

Community Support: one-year trade licence, one activity, sole owner, flexi-desk lease, zero visas, certificate of incorporation. Media: one-year licence, three activities, flexi desk, zero visas, NMC media-licence issuance support. Entrepreneur: one-year licence, up to two owners, five activities, flexi desk, zero visas. Smart: one-year licence, one complimentary visa, up to three owners, five activities, flexi desk, e-channel, one-year establishment card. Business One Visa: five-visa quota with one complimentary, up to four owners, five activities, flexi desk, e-channel, establishment card. Business Multi Visa: fifteen-visa quota with two complimentary visas starred, up to six owners, five activities, flexi desk, e-channel, establishment card.

Those contents are official as of 24 August 2026 on the company set-up page. Amounts come from the Decision 4 schedule as applied in the calculator.

Lines that sit outside the package

Medical typing, Emirates ID, and health insurance attach to every stamped visa. An indicative market range used across UAE free-zone files in 2026 is about AED 1,100 to AED 4,500 per person (about USD 300 to USD 1,230), moving with typing centre versus cabinet medical, Emirates ID tenor, and basic versus enhanced cover. That band is an indicative market range, not a Medici quote. Knowledge and Innovation Dirhams, translations, and visit-visa costs for a missing UID sit outside the package cards.

FTA Corporate Tax registration is free. Bookkeeping, a QFZP statutory audit, and VAT filing are separate. Ministerial Decision 84 of 2025 put QFZP audits on a mandatory footing from 1 January 2025 with no revenue floor. Accounting and tax for UAE companies is the product surface for that stack. Bank fees belong to the bank.

Commercial formation, advisory, compliance, and banking work sit outside this map; not a Medici quote. The licensing and company formation engagement is how those lines get scoped after the authority quote exists.

Fit against Fujairah Free Zone Authority

Same five facts, twice, in the same order: activity, facility, visa, banking, fits when. This is a fork inside Fujairah, not a scoreboard. Confirm both live tariffs before you pay. Creative City’s money lives in Decision 4 plus the calculator. FFZA figures that 2026 guides quote from the authority are facility rents: virtual office from AED 12,000 a year, flexi desk from AED 18,000 a year with eligibility to apply for one investor visa, warehousing from AED 230 per square metre per year, open land from AED 20 per square metre per year. FFZA does not put a simple licence AED on the homepage. Confirm on freezone.fujairah.ae.

Creative City on five filters

Activity: media, creators, marketing, production, professional services, and listed e-commerce, plus trading and manufacturing rows you must justify. Facility: flexi desk bundled, optional private offices and meeting rooms, NOC if you sit outside the zone, no port warehouse on the Creative City card. Visa: named packages from zero through fifteen quota, complimentary visas on Smart, Business One, and Business Multi as published. Banking: the zone says a Creative City licence can open a corporate account and that the bank decides; KYC wants a money map that matches media or consulting invoices. Fits a creator, agency, studio, or light consultancy that needs a UAE licence and a visa quota without industrial space. Fails when the operating asset is a shed, a factory, or a regulated financial permission.

Fujairah Free Zone Authority on the same five filters

Activity: trading, industrial, logistics, and the commercial book next to Fujairah Port. Facility: the rent schedule is the product: desks, virtual office, warehouses, land. A flexi desk at the quoted AED 18,000 a year is a different object from Creative City’s bundled desk. Visa: the quoted flexi-desk product carries eligibility for one investor visa; larger quotas follow space. Banking: a port trader with a warehouse lease tells a story many corporate desks know; the file is still CDD. Fits when goods, storage, or manufacturing are why you are in Fujairah. Fails when you only needed a media or consulting licence and a creator-shaped visa pack.

The Media Council layer after the trade licence

A Creative City trade licence is the economic permission. Publishing and promoting inside the UAE sits under the UAE Media Council. The zone’s creator page states the dual requirement: trade licence plus E-media Licence for creators who earn from paid content. The Media package’s “NMC” line is help with that overlay; the live federal name is the Council. The catalogue lists commercial media licences, filming permits, and advertising permits for individuals who provide advertising or media content on social media and other digital platforms. A valid Fujairah company without the Council piece still cannot run compliant sponsored posts from inside the UAE.

E-media and commercial media licences

Apply once the economic licence exists. Commercial-nature media licences are a separate Council issuance. Broadcasting, press, and cinema lines have their own permits. A marketing consultant who never publishes paid creative may not need the full creator stack. Match the Council category to the invoices the same way you matched Creative City activity codes. Ground, air, or sea filming is another Council product. Creative City does not issue federal filming permission.

Advertiser permit for individuals

The Council lists a permit for an individual to provide advertising or media content on social media. A previously published service card described the fee as free, a short electronic issuance, and a requirement for an economic activity licence for electronic media plus UAE ID. Confirm the live card on uaemc.gov.ae. If you are the face of the brand, this permit sits on you. If the company runs the channel, keep the company media licence and the individual’s permit aligned.

Banks, mainland work, and the 0% claim

Ksenia Babochkina, Commercial Director at Medici Expert, maps jurisdiction against banking first: “a license without a working bank account is just a certificate on a wall.” Creative City’s FAQ says you can open a company account and that the zone will help with bank requirements. The homepage adds that the bank decides. Cabinet Resolution 134/2025 requires customer due diligence before or during opening. A media or consulting file with named UBOs and invoices that match the licence is a standard SME conversation. A payments rail or token issuer wearing a photography code is not. Compliance and risk work is how that money map gets written before the bank asks.

Mainland clients in Dubai or Abu Dhabi do not become illegal because the licence is Fujairah. Direct onshore trading still needs the onshore path. The Creative City NOC covers an office lease outside the zone. It does not rewrite DET licences. Customs into a free zone can be duty-free; goods that enter the mainland pay duty.

Corporate tax is federal. The zone’s line about zero tax on qualifying free zone activities is the Qualifying Free Zone Person regime. Federal Decree-Law 47 of 2022 and Cabinet Decision 100 of 2023 put 0% on Qualifying Income and 9% on other taxable income. A QFZP does not get the AED 375,000 0% band. Fail a condition and you can lose the status from the start of that period plus four more. Every company registers on EmaraTax, as the zone FAQ says. Confirm qualifying activities against MD 229 of 2025, which replaced the 2023 list. A flexi-desk creator company is not 0% by default.

When this zone is the wrong room

You need Fujairah Port, a warehouse at a published square-metre rent, or land for a shed: that is FFZA. A contract that names a Dubai media campus or an Abu Dhabi studio city forces the licence where the contract names it. VARA, ADGM, DIFC, or a Central Bank permission will not sit on a Creative City consulting code.

A large Fujairah staff floor needs a dedicated office. Six owners on day one press the Multi package cap: ask for the amendment path. A mainland shopfront starts at the economic department. Mills will keep ranking Creative City as a cheap Northern option. Decision 4 of 2026 is the live instrument. The calculator is the live grid. Confirm activity, visa SKU, desk, and overlays on the authority paper dated the week you pay.

How much does a Fujairah Creative City visa package cost in 2026?

Is Fujairah Creative City the same as Fujairah Free Zone Authority?

Creative City is the media free zone at creativecity.gov.ae. Fujairah Free Zone Authority is the industrial and port-side registrar at freezone.fujairah.ae. Both sit under Fujairah’s government. A licence from one is not occupancy in the other. Pick by activity and facility, then confirm the header on the trade licence before you brief a bank.

Can I set up a Creative City company without living in the UAE?

The FAQ allows remote licensing if documents are complete. You still need a unified identification number. A prior entry stamp or visit visa can supply it. If you have never entered, the zone says it will help with a visit or tourist visa so the UID exists. Zero-visa packages do not give you residence. Residence starts when a visa SKU is stamped at ICP.

Do I need a UAE Media Council licence as well as the free zone trade licence?

If you earn from paid or promotional content, the zone’s own creator guidance says yes: trade licence plus E-media Licence. The Media package includes support for the older “NMC” media-licence step. The live federal body is the UAE Media Council. Individual advertiser permits are a separate Council product. Confirm categories on uaemc.gov.ae against how you actually publish.

Can a Creative City company open a UAE corporate bank account?

The zone says the licence can support an application and that it will help with documents. The bank applies Cabinet 134/2025 CDD and decides. Match the activity to the invoices, name the UBOs, and do not dress a higher-risk model in a photography code. There is no official list of banks that must accept Creative City files.

How long is the residence visa attached to a Creative City package?

Package cards publish quota and complimentary visas, not a standard ICP tenor. Establishment cards on visa SKUs are described as one-year validity. Stamped residence follows ICP rules for that application. Confirm years on the immigration file. Golden Visa is a separate federal route the homepage mentions as a pathway.

Does the flexi desk let me meet clients in Dubai?

The licence address is Fujairah. The FAQ lets you operate elsewhere and asks for a no-objection certificate if you rent an office outside Creative City. Meeting a client in Dubai is not a mainland shop licence. If you take a private lease in another emirate, get the NOC before the landlord and the bank ask for it.
